Add KYE EasyPen M406XE #4

Adding description for KYE/Genius EasyPen M406XE tablet.

The device itself reports polling interval Ivl=2ms, which corresponds to 500Hz. But according to evhz, average reporting rate is 205Hz, so I specified 200Hz, which seems to be typical value.
