p. 18 I'm having a hard time imagining this in practice since a single dataset may be used in hundreds of GIS projects that no single person is aware of.

The aim of archiving geospatial records is often related to preserving the possibility of recreating an information product based on those records, that is issued by a geospatial records producer or user and has legal value. In this case, there is a need to have the possibility of authentic reproduction of an information product. And since the Information products are often derived from a specific set of datasets, organized in a GIS project or a Web service, and then rendered using specific logic and representation rules, we need to preserve all of that. This doesn't exclude the possibility of other types of usage of geospatial records in this package however, it serves the need of that specific information product reproducibility.
