added spec-publisher submodule;
removed shared pandoc resources;
updated version and date in metadata.yaml file;
added scripts for PDF creation and site checking;
added ruby Gemfile for Jekyll site build testing;
added latest PDF aip-specification.pdf;
added GitHub pages config file;
Vagrantfile for local testing of PDF build;
fixed missing images;
added Travis-CI build file to test PDF and site generation; and
updated .gitignore.
