Address levels of conformance, particularly regarding folder structure. #419

The specification text should explicitly address the concept of levels of conformance and describe the escalation of folder structure error levels when level 1 (perhaps) conformance is selected. Also address how conformance level is recorded in the package (METS.xml) and default values when no conformance level is claimed.

I think this is now stale and hierarchical validation is taking us in a different direction. This can be closed for me @karinbredenberg . Kill it unless you think it merits keeping.
