CSIP64 has the cardinality 1..1 and I interpret that there can only be one fileGrp with USE="Documentation" CSIP96 has the cardinality 0..n and is formulated in a way that it can reference to several fileGrps with USE="Documentation"

To me it seems contradictory?
Looked at the wrong requirement - should have looked at CSIP60. Sorry!
