FIX: Referencing superseded metadata #690

now only CURRENT metadata IDs need to be referenced;
SUPERSEDED metadata can be ignored;
re-worded CSIP91 and CSIP92 to make this distinction and improved readability?
eliminated the word referencing as a verb for readability?
slight re-wording of CSIP76 for readability?
