CSIP96 specification may be wrong #743

The description of this specification does not seem to match the cardinality. Am I misunderstanding something or is this an error? Screenshot from 2024-05-24 10-52-56

The cardinality is coming from that there is a possibility to only transfer metadata in a package which means that there in that case is nothing else.

When there is documentation part of the package the file group needs to be referenced in one fpt for each fileGrp that contains documentation. Observe that there can be more than one fileGrp with attribute USE specified as Documentation.
