Record collecting location

Should be able to enter the “location” of the a collecting event using the coordinates and/or locality. The location can include min/max elevation.

First version included the usage of a Gazetteer but it will be captured in another issue (#37).

Question: will MVP store this as a gazetteer or will these be stored, flattened into a collecting event, or would these be relational to the collecting events. In other words, would there be a Sites table to store these independent from the collecting event?

Question: Do we need a dynamic, slippy map for use in data entry? Or, do we direct users to other services like GeoLocate and input nothing more than the coords & other fields outlined above? And, storage of polygons may also be necessary, see https://dwc.tdwg.org/terms/#dwc:footprintWKT
