API proposal, part 1 #1

First pass at the taxonomy API. Only deals with GET methods - will add others once we have discussed and have general agreement that this looks ok.

Rather than discuss all of this in the context of this pull request, I am going to start a bunch of issues where we can discuss the high-level questions.
