Thanks for your interest for this plugin.
I've created an issue to properly discuss on your question, since the PR is aged and the question is project's scope.

When it comes the need to embed external dependencies in a plugin as we did for this one, it requires to take into account some items:

• external dependencies must be compiled with the same exact Python version than the one used in QGIS. Note the Python version can be different depending on the operating system or change even during a same QGIS LTR version (sic) but still it's something stable on Windows which the targeted OS regarding the embedded libs
• make sure to install only missing dependencies so for every version of QGIS, we have to determine which dependency is installed or not (considering the official MSI package not osgeo4w custom packages)

I hope that it clarifies the topic.

Don't hesitate to follow those constraints and propose an updated version for QGIS 3.28 or later. PR are welcome!
