CEL failure to load emaneeventservice when core-daemon is restarted using service command #245

What steps will reproduce the problem?
1. use 'sudo service core-daemon restart' to restart the CORE daemon
2. EMANE event service fails to load and throws a Check Emulation Light error
3. No location events are generated

With 'sudo /etc/init.d/core-daemon restart' this is not an issue.
