CORE does not properly connect to all hosts in large distributed scenario #249

What steps will reproduce the problem?
1. Create 20 node distributed test, with 1 NEM per emulation host (i.e., 20 
physical systems, each running 1 NEM)
2. Connect them with RFPIPE, enable OLSR service
3. Press start

What is the expected output? What do you see instead?

Expected: all hosts turn green and then bars disappear.  Connectivity between 
all hosts should be present.

One host (usually 11 but sometimes 19) stays red.  It does not appear in routes 
or join the emulated network.

What version of the product are you using? On what operating system?
4.7svn6, Ubuntu 12.04.4 LTS

Please provide any additional information below.

lsof reports a TCP connection between the host running core-gui and the host 
whose NEM is red.  EMANE is launched and emanetransportd is running.

My servers.conf had a typo: one IP appeared twice and one IP did not appear at 
all.

However, it is somewhat odd that the error moved between two hosts, neither of 
which were, if I recall correctly, duplicated in the configuration.
