[8.0] feat(HTCondorCE): add option to submit with SSL

This let's me submit pilots to DESY, and hopefully also maybe other sites that will do the same.

BEGINRELEASENOTES

*Resources NEW: HTCondorCE: Added UseSSLSubmission option. Allows one to use a configured DN at given Sites for job submission, instead of proxies or tokens. Only at participating CEs and conditions apply.

ENDRELEASENOTES

PS: Currently pilots are at the site, but DESY still has to configure something to make them run. So maybe there will be more changes.
