Improve CS sync #200

Addresses part of https://github.com/DIRACGrid/diracx/issues/191 Tested against https://github.com/DIRACGrid/DIRAC/pull/7417

This now takes the conversion configuration from the DIRAC CS It also forbids to have DisabledVOs set and any legacy client enabled
