Implement JobLoggingDB #57

Work on #21.

The tests are not working because they require the chris-hack-a-ton branch to submit jobs, and I factorized some code from this branch to avoid duplicating JobLoggingDB logic. Once the submit job changes will be mainstreamed in DIRAC, I'll make the necessary changes to JobLoggingDB on integration (instead of the 8.0 version), run the tests I created in this PR and then create a pull request on DIRAC.

Now that my PR was merged in DIRAC, the tests should now work.
