Messages should be localized and editable by end-users.

Still need to move the SMS-texts into locale instead of config-file. Also, if the missing is a foreigner, the SMS-text should include information about enabling dataroaming.

Is it possible to insert text templates finished for dispatch. Both standard templates for all user and user-defined templates. Templates with have differing languages.
