Change annotator vertical bar to the one usual in text editors and elsewhere in InkVisitor

1. Function: Now the function is one-click move to the place. Instead, we want the way normal in text editors: i.e. on click elsewhere in the vertical bar than the small box signalling current position, make PgDn or PgUp, and only on drag and drop of the small box, move to the actual place. This is the way that gdocs, MS word, Sublime etc. work, but also the other vertical bars in InkV itself (e.g. in Templates box)! And I want to have it this standard way also here.
2. Nearly unclickable in Chrome, not wide enough, see screenshot. We need normal width as the other vertical bars in InkV, e.g. the one in the Templates box.

@adammertel As transpired yesterday, not yet - I was explaining yesterday what it must look like (click above the bar control "button" = PgUp, under it = PgDn, move through text with DnD, not one click). Reopening. Try out how it works in Google Docs and MS Word and in other InkVisitor boxes, and do it exactly like that.
