update Biset to v2.0.13 with Cardinal changes #761

are you sure this is safe to update? changelog indicates the release was cancelled, might have some developer known issues

Ah, there was no direct 2.0.13 tag so I used latest main and I missed this remark.

Better to move to the correct commit hash indeed.

Wait no, this is correct.

As you can see the changelog contains a checklist. These items have not been implemented afaict.

So the current main branch is v2.0.13 it seems.
