Obstacle avoidance notification #72

User Story:

As a medical professional I want to know when the car detects an obstacle so that I can navigate around it.

Acceptance criteria:

The android application vibrates, plays a sound and displays a notification with information about the obstacle detection within 1 second from receiving the detection status from the SmartCar.
