sphinxcontrib-fulltoc version 1.0 is not compatible with Python 3

Here is the Python 3 fix released in 1.1 https://github.com/dreamhost/sphinxcontrib-fulltoc/commit/8b17c38e18c650362822e985f0da7f00de0c2e1c

I can put this into the commit message if you like.
