Get error while check box to enable addon

What steps will reproduce the problem?
1.download io_smd_tools-1.8.3.zip 
2.install on blender file
3.after install addon i go check box to enable but it show error code

What is the expected output? What do you see instead?
i go check box and can import .smd but i can't

What version of Blender and the SMD Tools are you using? On what operating
system?
blender 2.68
tool 1.8.3
window 8 64 bit

Use Blender 2.67 for now.
