Add to toy protocol: request-events and publish-events #22

Add two messages to the toy protocol, for requesting a full list of known events, and for publishing a full list of known events.

The motivation right now is that the file load/save feature of the CLI client is fairly useless, without an ability to set a tip hash. If the web client can get a view of all the events, it can then promote an event.
