Feat: Notification messages for when power grids turn off #13

Loving the bot so far, thanks for this. A great feature would be for the bot to send notifications of when the power turns off (e.g. if the generators run out of biofuel/coal/etc) so it can alert someone to jump on my server and get it back up and running again

Thanks for your suggestion @M-Davies. I'll see if I can find anything in the Satisfactory logs that would allow this.
