Strict Package Additions

Create new utilities that expand on the IntRange Interface.

Code Coverage Limits Need Raising

Goals:

[x] Raise Coverage Limits in Numbers
[x] Check other Modules for Coverage Limits

IntRange Mutable has not been completely implemented yet.

The tests are to be created next time, along with increasing the coverage limits.
