The goals of this PR:

[x] Include Numbers Format package changes from PR #61
[x] Improve code style and formatting in Numbers Format
[x] Increase Code Coverage as much as reasonably possible in Numbers Format

String Packager is to be removed soon - in v0.5. Test coverage is not as important. The uncovered methods are Unsigned Kotlin types.

Format package has 95% Instruction, 97% Branch Coverage.

The remaining code is entirely within String Pacakger.
