Aim is to fix the hanging genomeCoverage bug.

added sleep to change the timings (sleep makes the tests run)
updated filter_readbins.pl to do proper error checking and improved diagnostic output
- this includes the timestamp information added in production by @GWarsow
- a parsed line with an error message was changes ("from" -> "From"). This has been discussed with TW, because the monitoring script needs to be adapted.

NOTE: Because the origin tag 1.2.73-1 is pre-semantic versioning, the agreement was to tag the accepted version of this PR as "1.2.73-100".
