Move new theme to Sandbox

This involves moving the following folders:

• _includes
• _layouts
• _assets
• _sass

While moving the theme, the font size for the sidebar should also be tested to see if it can be made larger while not causing any other issues

We would also need to move data folder and config file. Or could develop it in current site and then rebase.
