Sort tools alphabetically #314

This looks good @sgolds15. Is it okay that the edtf-validate and ruby-marc end up at the end due to beginning with a lowercase letter?

Honestly, I’m not sure. I can send the group an email. It is the expected behavior, but they may not like it or they may want to capitalize those two. I’ll get back to you.

I capitalized those two tool_title fields, so I think that should fix the issue.
