LoadAnalysis: add 'none' to designSpeed? #689

In the last stakeholder meeting the question came up whether the design speeds should be supplemented by an entry none or similar, if the load cases refer e.g. to cruise flight.

It was noted that the designSpeed element is optional and could therefore simply be omitted. The suggestion seems reasonable and could be handled this way in the upcoming v3.3 release. Are there any other comments or suggestions on this?

No objection, so I expect a common agreement to not introduce none as the designSpeed is optional anyway.
