Move wiki to GitHub #7

Move the DLR internally hosted Wiki (at least in part) to GitHub.

We have to migrate the wiki-stub from our internal wiki to github. It makes no sense to migrate everything because a lot of wiki-doc is related to outdated program versions.

Additionally we should investigate the auto-generation of the tapas docs when commiting. We use doxygen currently.
