Ecosystem parameters #235

Some contract parameters should be able to be changed, and some should be not.

Some contract parameters can be changed with a contract upgrade and require a higher quorum than others do. Those are guarded by the DAO Value guards.

To be defined: How shall we handle the parameters that are not changeable as an ecosystem parameter ? At the moment of writing we do have changeable parameters that are not defined as ecosystem parameters, and do not have a CoreValueGuard defined, so any abritary value can get processed by voting for it, requiring only the smaller Ecosystem Parameter Change treshold.
