Preview of template should show all phases and each phase's details #1825

Expected behaviour: Preview of template should show all phases and each phase's details

Actual behaviour: I have 2 phases - both have section and question, but when I click preview on first one, it only shows the section and question details, and it didn't show the phase details. It also didn't show any info about the other phase. I expect preview to allow me to preview project details and also allow me to see other phase's information.

Steps to reproduce: create a new template create 2 new phases and for each, add one section and one question click preview on either of them observe that it doesn't display preview details also observe that it shows no information about the other phase

I went to check funder's template: The Belmont Forum Data and Digital Output Management Plan which has more phases and I could see the details of all phases, closing out here

I think we may want to re-evaluate this as there's a couple related issues with this functionality:

The Phase description is not displayed on either the template-preview page or on the edit-page after a plan is created. Further, the template-preview view only displays one phase on a multi-phase template: Template Preview template_preview Edit Plan write_plan

The only place that phase-descriptions are displayed is the plan overview page: Plan Overview plan_overview

@mariapraetzellis do you have opinions on phases? My gut feeling is that they wouldn't be used much once we introduce versioning. Maybe @dsisu has more insight, but I think we better use our effort elsewhere.
