The DCC Template could be that bare-bones template but not all users are aware of its existence.
I think users are very well catered for creating templates and this issue is more a matter of improving the 'create a template' functionality by making the user aware at that stage of the various ways in which templates can be created.
The simplest solution for the short term is to include this information at the top of the 'create a template' screen. We can add it as a plain statement or as a 'did you know...' style statement.
In the longer term, the wireframe of the 'create a template' needs to be improved. After the user adds template name and description, they could be offered the option to include generic questions and make it clear to them they can be customised.
Issue arose out of 2020 usability testing exercise
We would need to think about the best approach for this. We would have the risk of an admin confusing "create" vs. "customize" and losing the benefit of being able to pull in changes to the original template.
An additional request about improving template creation: ability to modify the cover page of the template i.e. Template details, to add additional fields (e.g. Department). Currently, the template details page only contains fields Title and Description (then three additional fields Status, Created at, Last updated, which are filled in automatically by the system).
The University of Edinburgh, had to create an Administrative section on their template to collect additional information (see https://dmponline.dcc.ac.uk/org_admin/templates/6785/), which they feel could go on the cover page.
It's true that the cover page doesn't currently do very much.

Expected behaviour: Users expect to have a master template, including broad funder questions, on the basis of which to create a new template, then add new sections, etc.
Actual behaviour: Several.
