Remove references to "consortium" and replace by belnet. #69

  1. Text about with the consortium history to be moved elsewhere (About Us)
  2. Rework Institutional login options into a dropdown list.
  3. Move Institutional login & Orcid login to be horizontal instead of vertical

About Us: Slightly rework text to include the history from the home page (Lisa)
