This fixes https://github.com/DMTF/Redfish-Protocol-Validator/issues/74 HTTPBasicAuth Property from AccountService.v1_15 Schema

If HTTPBasicAuth is Present AND Value is either Disabled or Unadvertised, don't check for WWW_Authenticate Header. Below will be the output
