Create command to return wavier transactions from the last 24 hours

I qant to set up a feature where the bot will read and post the transactions from the league in the chat as they happen in near real-time.

Should ideally be in a dedicated channel but should still allow for the bot to post in the main channel.

Handling all transaction types at all times will require a bit more work than originally anticipated. Shifted instead to a command that will return all the wavier transactions from previous 24 hours.
