License Decision #18

Decide on adopting a license for the software. I'm assuming that this software was initially developed with government funds under government time so some kind of Open Source license might be most appropriate. Thoughts @kevinfol ?

I imagine that we'll need to figure out if any of the libraries that we're using requires us to use a specific license. For example, if any of the libraries contain a GPL-3 license, I believe we're required to release this under a GPL-3 license as well.
