Adding "OstProgress.txt" which contains progress of current Ostrich run in JSON format. Required by PAVICS.

I'll merge this in. I'd like to build out tests at some point to help confirm we're not affecting other sections of the code.

Sounds great! I think building some benchmark tests is a great idea.
