Apply HCD process for automated blog notification

Two recent requests came in - one to add RSS feed option and one to add an email list option.

RSS feed was enabled. We should explore what the actual problem is users are having and if RSS solves it or we need a second solution.

Potential problem - users want an automated way to be alerted that a new blog has been posted

Plan:

Draft discovery plan
Gather contacts for known blog readers (people who have reached out to us with questions/comments about the blog). Erin will start the spreadsheet, Alex will review and we'll share at stand-up next Monday
Decide what questions to ask our list of know readers (probably via email or a survey - no need for an interview). Questions will help us determine what our problem is and most user-friendly solution (do readers want to be alerted of new blog posts in a way other than the current listservs, if so, how? What are drawbacks/advantages of rss feeds, email lists, listserv posts, etc.)
Send survey/questions to the known readers
