Based on blog notification research, we are going to implement user research recommendations in 2 phases.

This issue addresses the second phase.

[ ] Add a hamburger button for desktop and mobile
[ ] Hamburger button should include: Home, About, RSS, GitHub navigation
[ ] Add About page
[ ] Use USWDS icons
[ ] Update title to have blog in name
