Decrease the prominence of private lands in the ownership card on the how datasets fit diagram #1404

We showed this in a couple user interviews and participants didn't get that the site was just federal and Native American. image.png

@jnwang01 I split up the first sentence to get the reading level down to grade 9. It was at 13. I also think we should change tribal to Native American to be consistent with the rest of the site. Thoughts?

The data on this website is for land owned by the federal government and Native Americans. Private individuals, corporations and state and local governments can also buy and own land. Whomever owns the land owns the oil, gas, coal, and other minerals found below the surface.

Here's another option that includes offshore. I purposely left off waters in the previous iteration because it muddies things, but maybe calling out onshore and offshore would be better and be consistent with how it's labeled on the rest of the site. This is grade 10.

@mcharg here is my suggestion, it's grade 10.

The data on this website is for energy and minerals on federal lands, Native American lands, and the Outer Continental Shelf. Private individuals, corporations and state and local governments can also buy and own land. Whomever owns the land owns the oil, gas, coal, and other minerals found below the surface.
