@jnwang01 I split up the first sentence to get the reading level down to grade 9. It was at 13. I also think we should change tribal to Native American to be consistent with the rest of the site. Thoughts?

Here's another option that includes offshore. I purposely left off waters in the previous iteration because it muddies things, but maybe calling out onshore and offshore would be better and be consistent with how it's labeled on the rest of the site. This is grade 10.
