Added this guidance in the wiki, structured it to sit between Accessibility and Plain Language Guidelines:

1. I think we should avoid the first highlighted sentence since it doesn't relate to web content and just a statement , a suggestion of another sentence is " Users with cognitive impairments are limited in the way and manner they receive information from the web. "
2. The second paragraph says "an" instead of "and"
3. The last sentence mentions specifics such as "inattention" or "decreased cognitive abilities", I rather keep it general and say something along the lines "To ensure accessibility for users with cognitive disability".

@daniel-coleman-1 This is fine but was this issue meant for NRRD or onrr.gov, it's open in the NRRD repo but you made the changes in the onrr.gov wiki. If it's meant for NRRD then please add it to the NRRD wiki and remove the reference to onrr.gov.
