Add VDP Page #2154

This is the Draft for the page that needs to be added, we can't add it yet until we establish a POC for the Bugcrowd account and getting trained. Josh is coordinating this.

External facing link for the program: http://bugcrowd.com/onrr-vdp (Please note, this link will be active after launch 10/5/2022). We will need to publish the page on 10/5/2022

launch of bugcrowd moved to Oct 21st. @lpgoldstein I'm adding you to help me create a PR for a new page for the NRRD site.

@lpgoldstein I looked into it and I think you'd just add a new page here in the pages folder and just name it "Vulnerability Disclosure Policy" image

And here is the location to edit/add to the footer image
