Create historical OGOR B file #2365

From the existing files, create an excel and csv file from Jan 2003 to Dec 2011. @Baymatt we can discuss this during the intern meeting.

@Maroyafaied @cthomasONRR I couldn't upload all of the files to Github because some of them were too large. I created a folder in Teams called "Historical OGORB Files" (Documents > General > NRRD > Data > OGORB > Historical OGORB Files) and uploaded the files there. Please review when able to and let me know if there are any issues.

@Baymatt This looks great! Thank you! We're going to implement this in next months release.

@Maroyafaied For the download page (https://revenuedata.doi.gov/downloads/production-by-disposition/), I think the simplest thing would be just to add 2 more hyperlink downloads here: image I would keep what's currently there but modify these hyperlink titles to say "Production Disposition Volumes, January 2012 - [Present Month]"

The we should have another header right below that says "Download historical production disposition data by month:" The 2 download links (csv and xls) should be titled "Historical Production Disposition Volumes, January 2003 - December 2011"

@cthomasONRR I like this idea, let's open an issue next sprint when DORC sends the file.
