Failed search results message needs to give tips for trying another search #2726

As per Trusted Tester, the search results page should give more instruction on what to do with a failed search. Ours only says the search failed - it doesn't give suggestions for fixing the error. This applied to the Search Results page, Add Location box on Explore Data, and Company box on Query Data

We can copy the one on onrr.gov or write something similar but a note add to check spelling: image.png

How about:

Sorry, no results found for "TERM". To improve your search results: check your spelling, enter fewer search terms, and try more general search terms.
