Update to onrr.gov MOU's and SOP's section #1101

If possible, please move the Onshore Federal and Indian Energy and Mineral lease Management Standard Operating Procedures section to be above FIMO so it's more visible.

Under the .pdf named 'Interagency Standard Operating Procedure September 2013' the .pdf I attached should be added and it should state Attachment A update (effective 8/14/2020) or something like that.

Ideally, the Interagency Standard Operating Procedure September 2013.pdf and .pdf attached should be together and almost separate of the other two. The other two are the "authorities" for the document and not the actual document that needs to be referenced. See below:

Interagency Standard Operating Procedure September 2013 Interagency SOP Attachment A Addendum 1 (Updated 8.14.2020) CURRENT LANGUAGE:

Onshore Federal and Indian Energy and Mineral lease Management Standard Operating Procedures (Effective October 1, 2013) Establishes common standards and methods for creating efficient and effective working relationships to achieve the Departmental goal of accurate energy and minerals accountability for onshore Federal and Indian leases.

The SOP describes the responsibilities and information sharing required among bureaus and offices under the jurisdiction of the Assistant Secretary, Policy, Management and Budget (ASPMB); Assistant Secretary, Land and Minerals Management (ASLM); Assistant Secretary, Indian Affairs (ASIA); and the Office of the Special Trustee (OST) for American Indians in carrying out the Department of the Interior's responsibilities for Federal and Indian onshore lease management and accounting.

The SOP replaces earlier versions of the Tripartite Memorandum of Understanding (MOU) between the Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), the Office of Natural Resources Revenue, and the Office of Surface Mining (OSM).

Onshore Energy and Mineral Lease Management Interagency Standard Operating Procedures (SOP) (Effective October 1, 2013)

Establishes common standards and methods for creating efficient and effective working relationships to achieve the Departmental goal of accurate energy and minerals accountability for onshore Federal and Indian lands.

The SOP describes the responsibilities and information sharing required among bureaus and offices under the jurisdiction of the Assistant Secretary, Policy, Management and Budget (ASPMB); Assistant Secretary, Land and Minerals Management (ASLM); Assistant Secretary, Indian Affairs (ASIA); and the Bureau of Trust Funds Administration (BTFA) in carrying out the Department of the Interior's responsibilities for Federal and Indian onshore lease management and accounting.

The SOP is a living document that can be adjusted as needed to reflect the evolving needs of stakeholders. Regular reviews and coordinated updates with the impacted organizations throughout the Department will improve the performance of interagency activities by eliminating procedural ambiguities, establishing clear responsibilities, and updating organizational references.

@mcharg can you update the wireframe to have the SOP's tab before the FIMO tab and break out the documents as the pic below. @daniel-coleman-1 could you also make these updates to the site map? Thanks image
