Look into whether we can remove the TIMS contacts files. #1156

They've gotten very little use in the last two years.

They also haven't been updated since 2017.

Updated in dev and sent an email for approval to push live. http://2017onrr/reportpay/contacts.htm

I also removed the TIMS contacts from the spreadsheet.
