Improve GitHub request best-practices wiki #2230

Add example screen captures from the ppt to the wiki. Start sending the wiki link when we get unclear requests.

Maybe we can create an Issue Template for onrr.gov requests, and set it up to where those not in the ODDD team get this template when creating an issue? Trying to figure it out, but I think I need to be a repo admin to do these changes.
