Improve contacts search #2528

Requested by internal users I've had some thoughts/ideas brought to me regarding the search capability for contacts in ONRR.gov.

A user noticed that in the search box if you enter just a "c" or "e" nothing comes up. She was wondering if we needed to remove the "Companies Starting with:" so that a company could enter their company name and it would pull the contact for the first letter of the name. Another user provided the below idea, which is similar: thumbnail_image

It seems like you have to enter more than one letter for the search to pull up results

Another thing to improve - I've noticed that if you search on a contacts tab that's in an other part of the site beside the main Contact Us page, then clear the search, instead of resetting the the contacts for that topic, it resets to all contacts. It only happens when you use the X in the search box to clear the search - it doesn't happen when you delete what you entered via the keyboard

As per Trusted Tester, we should add more guidance for what to do when a search fails. Similar to what we have in search.gov for a failed site search.
