Request to Update ONRR's Federal Register Notices Page

Hello, I am requesting changes to the ONRR website, located at: https://www.onrr.gov/Laws_R_D/FRNotices/index.htm

Please add two new entries under the "FR Notices 2020" heading.

Since this publication timeline is displayed in reverse chronological order, please add the two entries described below after the December 11, 2020 entry and before the July 14, 2020 entry. We request that the entries read as follows:

For the first entry:

“85 FR 62054 (RIN 1012-AA27)

Thursday, October 1, 2020 Denver, CO ONRR published this proposed rule to seek comment on measures to amend portions of ONRR’s regulations for valuing oil and gas produced from Federal leases for royalty purposes, valuing coal produced from Federal and Indian leases, and assessing civil penalties for violations of certain statutes, regulations, leases, and orders associated with mineral leases.”

For the second entry:

“85 FR 62016 (RIN 1012-AA26)

Thursday, October 1, 2020 Denver, CO ONRR published a final rule to re-issue certain regulations associated with the valuation of Federal oil and gas and Federal and Indian coal to implement a March 29, 2019 court order that vacated ONRR’s 2017 repeal of those regulations. These republished regulations implement the court’s order by recodifying the regulations that were in effect prior to the vacated rulemaking.”

Good morning @lpgoldstein -- Can we incorporate the RIN numbers somewhere in each entry? I was hoping to include them next to the FR title at the beginning of each entry, if possible.

@aklong09 I didn't include because it's not consistent with the way that the rest of the titles are done.

@lpgoldstein All the other examples currently listed for 2020 are some form of a Federal Register Notice, which is different than these two new entries that are rulemakings. Because these are rulemakings, we definitely want to include the RIN numbers somewhere. In the examples you sent over the "OMB Control Number 1012-000X" is at the bottom of the entry narrative. Perhaps, since these are the last updates for 2020, we could include the RIN numbers at the end of the narrative so it at least appears to be consistent with the other entries?

@lpgoldstein Now that I see it, could we maybe incorporate it like this:

First Entry Narrative Excerpt: "ONRR published this proposed rule (RIN 1012-AA27) to. . ." Second Entry Narrative Excerpt: "ONRR published a final rule (RIN 1012-AA26) to re-issue. . ."

Would that work? Hopefully I didn't just make that more confusing. If I did, just let me know and I can provide the full entry text again.

I am definitely interested in meeting to participate in the redesign. Funny timing, I just sent you an email to let you know where we were at with looking at a redesign specific to the Rules & Regulations pages. We need to have a sit-down with our management first, but I will follow up with you over email as soon as we hear back.
